To manage his 21 universes while remaining invisible (as per his vow), Kaal Brahm expands himself into three primary administrative roles. These are often mistaken for independent supreme powers, but Tattvgyan reveals they are subordinates:

  1. Brahma: The creative power (Guna).
  2. Vishnu: The preserving power (Guna).
  3. Shiva: The destructive power (Guna).

However, above these three is the "Maha" form—Maha-Vishnu (or Maha-Brahma/Maha-Shiva)—who is actually Kaal Brahm himself. He creates, sustains, and ultimately consumes everything in his jurisdiction.

The link between Vishnu and Kaal is not an interpretation; it is a direct scriptural statement. In the Shri Vishnu Puran, Part 1, Chapter 2, Verse 15 (Gita Press Gorakhpur edition), the text describes the nature of the Supreme Being of that realm:

"The same God, becoming Brahma, creates; becoming Vishnu, he preserves; and becoming Kaal, he consumes the entire world at the end of the age."

If Kaal is the one doing the work, why take the name and form of Vishnu?

  • The Vow of Invisibility: As an individual, Kaal has vowed never to show his true 1,000-armed form. Appearing as the serene, four-armed Vishnu allows him to be worshipped without terrifying his "subjects."
  • The Trap of Devotion: By appearing as a "Merciful Preserver," he ensures that souls stay emotionally attached to this world, making it harder for them to look for the real Supreme Father, KavirDev, who exists outside these 21 universes.
